Mouhamadou Diagne

Mouhamadou Diagne is a global leader in integrity, anti-corruption, and institutional accountability. He most recently served as Vice-President of Integrity at the World Bank Group, where he led the independent unit responsible for safeguarding the integrity of programs funded across more than 100 countries. The Integrity Vice-Presidency ensures that World Bank resources are used for their intended purposes in support of poverty reduction and development. His work spanned investigations into fraud and corruption, proactive risk identification and prevention, knowledge-sharing, and capacity-building to strengthen accountability institutions in member countries. He also led outreach efforts to build partnerships with stakeholders across government, civil society, academia, philanthropy, and the private sector.

In this role, Diagne oversaw the World Bank’s Integrity Compliance Office, which promotes ethical practices and enforces anti-corruption standards among private sector partners. The office monitors organizations and individuals sanctioned for misconduct and supports them in implementing compliance programs that foster transparency, accountability, and integrity in World Bank–financed projects.

Prior to rejoining the World Bank in 2020, Diagne served as Inspector General of the Global Fund to Fight AIDS, Tuberculosis and Malaria in Switzerland, one of the world’s largest international health financing institutions. Reporting directly to the Board, he led the Office of the Inspector General, an independent function responsible for audits and investigations. In this role, he provided assurance on the effectiveness of internal controls and risk management systems, while maintaining strategic relationships with the Secretariat, Board, and key stakeholders.

Earlier in his career, Diagne held senior roles at the World Bank Group, including Director of Strategy & Operations for the Internal Audit Vice Presidency, where he helped shape audit strategy and oversaw global delivery teams. He brings more than 25 years of experience in accounting and auditing, including leadership positions at Fannie Mae, where he directed internal audit functions, as well as experience at Arthur Andersen and Deloitte, working with major financial institutions and multilateral organizations.

In addition to his professional work, Diagne has taught undergraduate and graduate courses in accounting, finance, and auditing at Strayer University in Virginia.

He holds an MBA and a Master of Science in Finance from the University of Maryland’s Robert H. Smith School of Business, a Bachelor of Business Administration in Accounting from Howard University, and a degree in Communication from Université Cheikh A. Diop in Dakar, Senegal. He is a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Chartered Global Management Accountant (CGMA), and Certified Investments and Derivatives Auditor (CIDA), and is a member of several leading professional associations in the field.
