Rhoda Weeks-Brown is the Founder and CEO of Cape Palmas Global Advisors LLC and Founder and President of The Aurelia & Edith Breast Cancer Foundation. She previously had a distinguished, multi-decade career at the International Monetary Fund (IMF), where she served as General Counsel (Chief Legal Officer) and Director of the Legal Department, as well as Special Advisor to the Managing Director. Prior to joining the IMF, she practiced law at a leading international firm.
As IMF General Counsel, Weeks-Brown advised the institution’s Governors, Executive Board, management, and staff on critical legal and policy matters during a period of significant global economic change. She led the Legal Department’s work on major institutional and country-level initiatives, including reforms supporting member countries’ responses to the COVID-19 pandemic, the development of new financial instruments, and the design of legal and institutional reforms in areas such as fiscal governance, anti-corruption, and the rule of law.
She also led a comprehensive review of the IMF’s internal safeguards and governance frameworks, resulting in reforms to strengthen accountability. Throughout her tenure, she advanced the integration of governance and anti-corruption measures into the IMF’s policy advice, emphasizing their role in improving outcomes for people in member countries. She was the first woman and the first national of a developing country to serve as IMF General Counsel.
Weeks-Brown has received international recognition for her leadership, including being named among the Financial Times’ Top 27 Global General Counsel and a Top 5 General Counsel in Promoting Ethical Standards. Under her leadership, the IMF Legal Department was shortlisted for Financial Times awards recognizing innovation and excellence among in-house legal teams.
She holds a Juris Doctor from Harvard Law School and a Bachelor of Arts in Economics, summa cum laude, from Howard University. She is a member of the Leadership Council of the World Justice Project, the Committee on International Monetary Law of the International Law Association, and the Panel of Recognized International Market Experts in Finance (P.R.I.M.E. Finance), and serves on the boards of Results for America and TalentNomics, Inc.
